i heard these people talk about the jack in the box. it is not the jack in the box i have seen. i work nights. sometimes i come to grab a sandwich. the same one, and between midnight and 5:00 a.m. i have never once seen any problems there. if you have two guards it is going to be a crowd. it is usually just one or two people. once in a while you see somebody who has had too much to drink but there is no problem. i am over 65. never once have i had a problem there. it has always been clean. the staff is courteous. the managers are great. it is a great place. i do not know what to the deal is with the one police car and night. it is common out there. anybody drops a hat, some because the police. that is the way it is. i want to support the place. as far as i'm concerned, it is safe. president newlin: what is your favorite meal there? aslam, jack in the box. extended hours permit. >> i will give a brief introduction how i got here sensed there are three -- sinse ce there are 3 jack in the boxes. all of these businesses have been in place for many years. i will let the applicant tell you when they started but we are talking decades of existing. i should say that all food or beverage service requires an extended hours permit after 2:00 a.m. and before 6:00 a.m. so even though it is not entertainment, even a pizza place needs a permit if they're going to be open. of course a sometimes businesses do not have that permit. in this case there was a change of ownership and that is how it came to be that the permit was not applied for. we believe the new owners were acting in good faith in believing that the permit ran with the business instead of the operator because when it came to their attention that they had not renewed their extended hours permit, they immediately came into our office and paid all of the fees and begun all of the inspections

i live around the corner from jack in the box. my bedroom window is pretty much overlooks the parking lot. i would say that pretty much every weekend, if not every night, there is some type of activity, screaming, yelling, around 2:00 a.m. it wakes us up. that is half the problem. the other part is that the patrons are not at jack in the box, they are on my stoop. they are on my neighbor's the stairs. both of us have victorians that have these beautiful staircases. every morning, i am picking up the jack in the box later. i have confidence in the marble. -- condiments in the marble. that is a problem. but then they also go around my stairs and urinate on the side of my house. it is a public nuisance. i have lived there for 16 years. has gotten worse. i raised three children in that neighborhood and i have told my kids, stay away from that area. the neighborhood has changed. president newlin: thank you for your comments. >> hello, commissioners. i am a resident on the 10th avenue and a property owner since 1974. i am also a member

in sros, every room is required have a working phone jack. people are dealing with a lot of isolation. i mentioned people with disabilities who may be in the room where it is hard to get out. the staircase to be rickety. the elevator may be broken. there's a myriad of problems where people can be stranded in the room. phone jacks are one way that people can connect with the outside world. even if they're not physically stranded, to be able to call a friend, to connect with the neighbors, to set up a doctors appointment, critical for seniors and people with disabilities. for everyone to have a working phone jack. they are not being enforced. there issues with the department of building enforcement. we have recently introduced into the board of supervisors legislation that requires working phone jacks and grab bars in sros. supervisor marr introduced legislation that about two three weeks ago. they were very excited about this happening moving forward, getting a lot of support an interest. we have a handful of supervisors that have agreed to co

i am here in support of grab bar and phone jack. i have phone jack in my bedroom even though i live in one of the crappiest hotels in san francisco, the mission hotel. of 151 respondents, about 72 of them surveyed did not have grab bars in their common toilet and bathing facilities. i think from safety standpoint, safety can be improved for seniors by installing grab bars by toilets and showers. the cost of installation, it is my understanding is probably lower than the permit itself so it will have a huge impact on safety for many seniors and people with disabilities. therefore, i support this legislation. i was discussing with josh about prop n, care not crush amendment. there are a lot of falls -- faults on that ordinance. there should be more accountability to case management. costs go to the owners of the hotels but if we make an amendment on prop n i think services for the tenants will be better, especially when the landlord is not linked to organize it or organizations because there is a conflict when the tenant has a problem

it's absolutely critical that all of these rooms have working phone jacks. the second issue is to put grab bars in common bathrooms. again, a very commonsense idea. there are countless accidents that happen in sro's as a result of people slipping and falling in bathtubs. for the most part these could be prevented with the use of grab bars. this legislation is presenting that idea in a way that is very straightforward, that's implementable and also importantly that's going to be cost effective for sro operators. what we are presenting to you right now is still a work in progress. as i have said, we are working through some of the technical issues around the installation of the grab bars in particular. we have miss johnson here and rosemary boske who are going to be able to talk through some of the technical issues that we hope we've been able to come up with answers for and we are going to take this legislation, once it's in its most advanced stage, out to the owner community to make sure we have buy-in. one important facet that we're going to be baking into
